Land reform in Ukraine attracted quite an attention since the independence of the country. In particular a lot of studies were done by World Bank. However most of previous research was directed to the investigation of impact of already passed legislation on restructuring of collective and state farms and emergence of private farms. The present work considers the politics of decision-making in Ukraine, which hasn’t been investigated a lot up to now. The main goal of the paper is to show the dependence of steps in land reform on the political changes taking place in the country.
