The Order sets regulations on manure use with the purpose of establishing standard animal keeping compounds and storage of such biomass. In Chapter 2 it sets regulations on the establishment of facilities, as well as extensions and modifications thereof for animal husbandry; these shall not be authorized if causing pollution. Stables and similar enclosures for animals shall be designed so that contamination of groundwater and surface water does not occur. They must have floors constructed of durable materials which are impermeable to moisture. An appropriate drainage system shall be mandatory for collecting liquid manure and waste water (Chapter 3). For livestock farms storing manure or plant biomass, requirement for storage facilities must have a certain capacity to meet the requirements set by Order on agricultural use of fertilizers and plant cover. Storage facilities must at least have a capacity equivalent to 6 months' supply (Chapter 4). There is an authorized allowance of maximum spread of manure volume of plant biomass corresponding to 1.4 of livestock units/ha on a yearly basis and plan period from 1 August to 31 July (Chapter 11). All information must be notified and registered with the local municipalities - under the regulation of the Ministry of Environment.The Order consists of 15 Chapters and 3 Appendices: Scope (1); Localization of livestock (2); Interior of stables (3); Capacity of manure storage facilities (4); Storage of solid manure (5); Storage of silage and treatment of straw (6); Storage of liquid manure and silage effluents, degassed plant biomass and residual water (7); Layout of drainage (8); Operations and maintenance (9); Application of manure, degassed plant biomass, silage effluent and waste water (10); "Harmonizing" provisions (11); Reporting provisions (12); Administrative provisions (13); Penalty provisions (14); Entry into force and transitional provisions (15).Appendix 1 - Different conversion factors to be applied in the calculation of livestock (art. 3, No. 14).Appendix 2 - Establishment of containing barriers (art. 19, sect. 2) to adhere to conditions of notification (art. 35).Appendix 3 - Farm's spread of manure equivalent to 2.3 livestock units for each hectare/planning year pursuant to art. 31, section 3.
