    This plan proposes to compensate project-affected persons (PAP) according to the land tenure rights they hold. It pays PAPs who are legal users with permanent rights to use the affected land, replacement costs for acquired land, crops and forest produce, and productive trees. Legal users with temporary rights will receive the same compensation described and also be allowed to opt for either cash assistance for affected land corresponding to 30 percent of the replacement costs of affected land or cash assistance for lost income from affected land.

    Customary land titling has made been possible for the first time in Vietnam under the country's newly revised Land Law. This policy brief highlights the key findings and recommendations arising from Government-donor discussions on the implementation of customary titling - an approach to land tenure and management which finds strong and growing support in many other countries. In Vietnam, as elsewhere, customary titling largely concerns areas of forest land held or claimed by ethnic minority groups, and therefore needs to be approached with sensitivity.

    This report uses household-level data from 33, mostly developing, countries to analyse perceptions of tenure insecurity among women. We test two hypotheses: (1) that women feel more insecure than men; and (2) that increasing statutory protections for women, for instance by issuing joint named titles or making inheritance law more gender equal, increases de facto tenure security.
