This Circular concerns the functioning and internal organization of State enterprises that have been allocated by the competent State bodies forests and forestry land for forest industry purposes and of business companies in which "dependent cost-accounting State forestry farms" participate.
The declared (sect. 3) objects of the Act are: ensuring effective and ecologically sustainable management of forest resources; promotion of a sustainable commercial timber industry, and; protection and conservation of forest resources, habitats and ecosystems including the maintenance of ecological processes and genetic diversity.

This Act makes provision with respect to the procedures and processes in accordance with which land use in a planning area or zone are prescribed, managed, monitored and evaluated. The Act sets out the fundamental principles of land use, establishes land use planning authorities and provides with respect to land planing procedures and authorizations.
The newly instituted Survey and Demarcation Division shall conduct the survey and definiton of boundaries of the so called reserved Forests of Bhutan and shall widely spread information about the forest areas included under this provision, in order to ascertain eventual claims of rights on forests and their products, land and water courses or grazing and pasture rights.
