This Decree establishes the modalities of transfer of forest land to other categories of land and the modalities of calculation of e compensation of damages caused to the state as a result of destruction natural forest environment due to transformation of forest land. Destruction of natural forest environment shall be considered any action causing destruction of forest at any stage of its growth. Transfer of forest land to other categories of land can be proposed by: (a) forest owner; (b) legal possessor of forest; and (c) by any other person by written consent of the owner or legal possessor of forest.
