once again reaching unprecedented levels. The year saw the highest
displacement on record. By end-2014, 59.5 million individuals
were forcibly displaced worldwide as a result of persecution, conflict,
generalized violence, or human rights violations. This is 8.3 million
persons more than the year before (51.2 million) and the highest
annual increase in a single year. -

Following a number of predecessor programmes, the current Land Program (including Land Management and Decentralized Planning (LMDP) and Enhanced Land Tenure Security (ELTeS) projects) is active in the provinces of Luang Namtha, Sayabouri, Huaphan and Khammouane. This impact study focussed on some of the intermediary and longer-term changes that GIZ’s work in the land sector has been aiming to bring about in Laos.
