During its transition from racial apartheid to democracy in 1994, South Africa’s government announced it would strengthen the tenure rights of the estimated 16 million citizens who lived on communal land. By 2012, however, the government’s own reports concluded that the country had made little progress in the area of communal tenure reform.

In 2005, massive hurricanes battered communities along the Gulf Coast of the United States. In the aftermath, thousands of families who lived on land passed down to them informally by parents and grandparents learned that because they lacked clear formal title to their properties, they were ineligible for disaster assistance to rebuild their homes.

Political and economic transitions have had substantial impacts on forest conservation. Where transitions are underway or anticipated, historical precedent and methods for systematically assessing future trends should be used to anticipate likely threats to forest conservation and design appropriate and prescient policy measures to counteract them.
