This Act aims to establish a framework for the establishment and operation of a national test centre for large wind turbines, in an area near Østerild and Hjardemål dune plantations in Thisted Municipality. The center will provide opportunities to test prototypes of new onshore and offshore wind turbines, with the measurement of a maximum height of 250 meters.

The Order establishes regulations of review and documentation for the removal and transfer of land in adherence with municipal rules on notification of waste. It includes the excavation of soil which is contaminated as well as soil located away from predefined areas, such as public highways and designated properties.
