This Decree establishes the modalities of allotment of plots of land for urban construction and other non-agricultural purposes to natural and legal persons in accordance with land-use planning schemes. The scope shall be to ensure protection and conservation of objects of cultural heritage located in areas subject to land-use planning provisions.

The Parties have agreed to cooperate in the following fields: (a) topographic, geodetic and cartographic activity; (b) publishing of maps; (c) aerial survey of the territory and exchange of distant zoning data; (d) exchange of geodetic and geographic information; and (e) exchange and training of staff and experts.

The main targets of state housing policy are concession of compensation to low-income categories of citizens for the payment of communal services, stimulation by the state of the maintenance of housing facilities by economic and financial means, creation of favourable vital environment equipped with the necessary social, communal, cultural and other services.

This Decree sets forth the modalities of state registration of rights of natural and legal persons related to land plots and perennial plants, and also mortgage contracts and other ownership rights to land plots. It shall not be applicable to subsoil.
