This Decree regulates the agrarian reform and the management of natural resources in Indonesia. It shall be a process of sustainable restructuring, monitoring, ownership and exploration of such resources. The goal of the Decree is to make efforts to restore the ecosystems by ensuring legal protection and justice for the prosperity of the people of Indonesia, and that the management of natural resources located on land, sea or air shall be conducted in an optimal, fair, sustainable and environmentally-friendly manner based on principles such as respecting human rights; providing prosperity to the people by increasing quality of human resources in Indonesia; ensuring justice, gender equality, ownership and cultivation of agrarian resources; to respect and protect legal customary rights of society and the diversity of national culture; make efforts to restore the ecosystems and implementing decentralization by dividing management authority of agrarian and natural resources between national, provincial, kabupaten/kota and village. The policy directions include the harmonization of inter-sectorial policies in order to formulate legislations and regulations, as well as land ownership for the people. In order to gather such data, registration of monitoring, ownership and benefits thereof are comprehensively and systematically implemented in the land reform.
