This paper draws on research on the enforcement of the Land Act of 1979 in Lesotho. It seeks to show that illegal settlements occur under the shadow of formal state rules, from which social actors borrow selectively and in opportunistic ways to acquire urban property rights. This is possible because of inconsistencies and contradictions in state rules and enforcement methods.

This paper presents an overview of the various approaches that developed and developing countries have used in designing national forest funds. It is based on a study of legislation in over forty countries and a review of some of the few empirical studies of forest fund performance. The overview may serve as checklist of issues and options for policymakers who are designing funds. It also may illuminate ongoing discussions about appropriate international roles in forest financing. The paper presents some of the common arguments for and against the use of dedicated funds.

The main tasks of state monitoring of subsoil shall be: (a) collection of data and information on subsoil; (b) assessment of the state of subsoil and forecasting changes thereof; (c) registration of the stock of groundwater; (d) prevention of negative geological impacts; and (e) providing state bodies, organizations and subsoil managers with information regarding changes in the state of subsoil.
