    Strong partnerships with national agricultural research systems and other stakeholders constitute the backbone of ICARDA’s research agenda. The outreach programs of the Center play a key role in promoting partnerships in their respective sub-regions and in implementing collaborative research and training programs. To make an assessment of the efficiency and effectiveness of the partnerships, the Board of Trustees of ICARDA commissioned an external review of its outreach programs in 2003.

    Dit rapport wil provincies en gemeenten attenderen op de waarschijnlijk snelle transitie naar niet-agrarisch gebruik van hun buitengebied, ze helpen de kansen hierop per gemeente in te schatten en aangeven, hoe ze erop kunnen inspelen. Drie vragen staan centraal: 1. Welke indicatoren bepalen de kans op transitie naar niet-agrarisch gebruik van het buitengebied? 2. Wat zijn volgens deze indicatoren de kansen van de Nederlandse gemeenten? 3. Hoe kunnen met name de gemeenten die kans lopen op snelle transitie, hierop inspelen?

    De beschouwing op de ¿Vrijkomende Agrarische Bebouwing in de Provincie Utrecht¿ is in opdracht van de Provincie Utrecht uitgevoerd. Op basis van een korte literatuur studie zijn gegevens verzameld en door middel van interviews zijn beschreven beleidsregels van de handleiding bestemmingsplannen (hoofdstuk8) getoetst in de (beleids)praktijk. Tot slot zijn beleidsregels getoetst aan de gevonden resultaten.

    Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

    Community based forestry has the potential to contribute much more to achieving sustainable development and poverty reduction than is the case today. This paper describes and analyzes these potentials and demonstrates their feasibility with real world cases of community forest businesses and innovative policies and business partnerships.
