Groundwater management in land administration: A spatio-temporal perspective

Although the use of land and water is intertwined, specifics for groundwater management are not effectively dealt with in the laws and other institutional mechanisms related to land. Provisions for groundwater aspects in land management are there, but with a focus on the land itself. Land rights and restrictions are more or less static, lacking enough flexibility to incorporate the relatively short interval spatio-temporal dynamics of groundwater resources in the land management and regulation mechanisms. This leads to a gap between the scientific inputs and policy-decision making.

The current land administration system in Pakistan aims at land revenue assessment and tax collection for the fiscal purposes. This system is organised or structured on the traditional land registers and cadastral maps in paper formats, and their maintenance is mainly dependent on the hard works of the local land administrator so called “Patwari” at the grass-root level within his jurisdiction.

The precise estimation of surface runoff from rainfall is critical for water resource management. In the recent past, remote sensing and Geographic Information System (GIS) technologies have been widely used in the estimation of surface runoff from watersheds, and from agricultural fields in particular. This is due to the inherent ability of remote sensing to capture spatial heterogeneity of surface parameters such as land use and land cover. This could lead to better performances of surface runoff simulation models.

Land reform and rural development are routinely presented as key components of the poverty reduction strategy driven by the State. The restitution programme occupies a particular place in the broader land reform programme as it specifically seeks to redress the land dispossession which took place since 1913 and to alleviate the impoverishment and suffering it caused. Restitution is a hugely challenging undertaking which involves much more than the verification of claimants and the restoration of land.

There is a growing recognition that well-defined and enforceable property rights to land are important for a range of economic and social functions. To assess land governance at the country level, the World Bank has elaborated a diagnostic tool based on empirical indicators that aims to identify areas for improvement and that could be used to monitor progress in the land sector.

Going Digital: Computerized Land Registration and Credit Access in India

Despite strong beliefs that property titling and registration will enhance credit access, empirical evidence in support of such effects remains scant. The gradual roll-out of computerization of land registry systems across Andhra Pradesh’s 387 sub-registry offices (SROs) allows us to combine quarterly administrative data on credit disbursed by all commercial banks for a 11 year period (1997-2007) aggregated to the SRO level with the date of shifting registration from manual to digital. Computerization had no credit effect in rural areas but led to increased credit-supply in urban ones.
