    Pakistan Rural Household Panel Survey 2012 (Round 1.5), a sub-sample consisting of agricultural households captured in Round 1 of the Panel Survey, gathers detailed information on agricultural production and related issues from rural households in Pakistan. Round 1.5 covers 942 agricultural households in 76 primary sampling units in the rural areas of three provinces namely: (i) Punjab; (ii) Sindh; and (iii) Khyber Pakhtunkhwa (KPK).

    Understanding the role that aspirations play in promoting growth requires an understanding of where aspirations come from and how they can be raised through policy. A recent IFPRI report, “Aspirations in Rural Pakistan: An Empirical Analysis,” uses the 2012 Pakistan Rural Household Panel Survey (RHPS) data to study the aspirations of over 3,500 men and women in rural Pakistan. The analysis explores aspirations of four types: income, wealth, education, and social status.

    Governance Institutes Network International (GINI) entered into agreement as a collaborating institution with the International Food Policy Research Institute (IFPRI) to conduct property tax policy research to support the 2011 “Framework for Economic Growth” developed by the Planning Commission of Pakistan at that time. Over the course of this 12-month project, spanning between 1st July 2012 and 30th June 2013, GINI conducted empirical tax policy research on property taxation primarily focused on Tehsil Shakargarh, District Narowal of Punjab Province.

    HarvestPlus seeks to select one or more wheat varieties in Pakistan to biofortify with zinc to improve the health of the Pakistani population, especially women and children. The choice of varieties to enrich, and their diffusion patterns, will influence the productivity and efficiency of wheat production. This analysis seeks to (1) compare the relative productivity and efficiency of farmers currently growing the most widely diffused wheat varieties, and (2) update our understanding of factors that influence productivity and efficiency of wheat production.

    In this paper, we estimate the allocative inefficiency of groundwater in Pakistani agriculture and compare it across a set of farm-level constraints, using a panel dataset of rural households. The farm-level constraints include tenure, farm size, access to surface water and location on a watercourse. We use a stochastic approach, based on a system of equations to estimate both the technical efficiency of farms and the allocative efficiency of groundwater use. The allocation of surface irrigation water in Pakistan is fixed per unit of land, so its allocative inefficiency cannot be estimate.
