    This special issue of Policy Matters focuses on the outreach and impact of Dr. Elinor Ostrom's groundbreaking research on common property (or commons) theory. Her work was instrumental in shaping contemporary analyses of resource management and conservation, especially at a local level. This collection of research papers, essays, commentaries, and songs build upon her work and provide case studies demonstrating the practical application of her theoretical contributions.

    The first set of the land laws were enacted in 2012 in line with the timelines outlined in the Constitution of Kenya 2010. In keeping with the spirit of the constitution, the Land Act, Land Registration Act and the national Land Commission Act respond to the requirements of Articles 60, 61, 62, 67 & 68 of the Constitution. The National Land Policy, which was passed as Sessional Paper No. 3 of 2009, arrived earlier than the Constitution, with some radical proposals on the land Management.

    This paper examines regulatory approaches for informal livelihood activities within cities. Informality is generally conceptualised in terms of activities, workers and governance. Scholars have concentrated much advocating development of micro enterprise and improvement of capital goods. Little focus has been put on the conceptualisation of regulatory approaches for informal livelihood activities spatially, which sought to be the aim of this paper.

    Lessons from Dar es Salaam LGAs

    Property taxation has a long history of implementation in Dar es Salaam; yet Local Government Authorities (LGAs) ability to raise revenue through property tax has remained low. This article examines various initiatives by the government to develop a functional property tax system capable of generating sufficient revenue for the LGAs. It observes that while there have been efforts to develop the capacity of LGAs in exploiting the property tax revenue source, the tax base coverage and revenue collection levels are still critical, calling for more attention.

The problem is compounded by lack of a methodological tool required to assist decision makers on selecting roads that can be widened and improved for improvement of transport network with minimum demolition of houses and compensation costs.

    The Review of the legislative framework and jurisprudence concerning the right to adequate food in Nepal discusses overarching aspects of Nepalese law and jurisprudence dealing with the human right to food. Following a brief discussion of the international legal protection of the right to food in Nepal, the review, in particular provides a critical assessment of constitutional as well as legislative provisions and offers a thorough analysis of Supreme Court jurisprudence pertaining to the right to food.

    This paper describes the perspective of stakeholders on the development of the Voluntary Guidelines on tenure. These Guidelines represent the greatest extent of “common ground” on governance of tenure that has been found to date in a global forum. This consensus was developed through intergovernmental negotiations with the participation of civil society, the private sector and research and academic institutes. This paper draws on interviews to identify how people engaged in the process and the dynamics that were created between the parties.

El consenso fue desarrollado por medio de negociaciones intergubernamentales con la participación de la sociedad civil, el sector privado e instituciones académicos y de investigación.
