    This was a presentation at a Workshop on Development of an Interim Framework for the National Land Use Classification Standard, Methodology and Symbology for South Africa.  It shows why land use and land cover are not the same, why land use often cannot be determined from imagery alone, and why land use, zoning and planning are not the same.

    Determining the performance of ecosystem services at the city or regional level cannot accurately take into account the fine differences between green or gray structures. The supply of regulating ecosystem services in, for instance, parks can differ as parks vary in their land cover composition. A comprehensive ecosystem service assessment approach also needs to reflect land use to consider the demands placed on ecosystem services, which are mostly neglected by current research yet important for urban planning.

    A map showing various urban features, such as buildings, roads, and vegetation, is useful for a variety of urban planning applications. The objective of this study was to incorporate road and parcel GIS data as well as relevant expert knowledge to classify different urban land covers from 1-meter, 4-band NAIP images. Based on a hybrid simultaneous-classification and one-by-one-classification approach, a total of 14 urban classes are classified.
