De Balans is de tweejaarlijkse peilstok van het PBL die aangeeft in hoeverre de door de politiek zelf ten doel gestelde leefomgevingskwaliteit tijdig wordt bereikt. De Balans van de Leefomgeving 2014 heeft als motto meegekregen: de toekomst is nú.

    How can wetland management better take into account climate uncertainty, considering the risks posed to the important services wetlands provide? Ritesh Kumar of Wetlands International --South Asia explains that climate change and environmental impacts are affecting the livelihoods of hundreds of thousands of people that rely on wetland services provided by Chilika Lagoon in India. The project team is working with local government authorities to identify strategies for improving community resilience to such changes.

    According to estimates by the International Land Coalition based at the International Fund for Agricultural Development (IFAD), 57 million hectares of land have been leased to foreign investors since 2007. Current research has focused on human rights issues related to inward investment in land but has been ignorant of water resource issues and the challenges of managing scarce water. This handbook will be the first to address inward investment in land and its impact on water resources in Africa.

    In Burkina Faso, more than two-thirds of the population relies on rain-fed agriculture for food and income. However, scarce and insufficient water or irregular rainfall frequently puts farmers at risk of losing their crops. Climate change is making already variable rainfall less reliable. Yet all kinds of water users—farmers, fishers, livestock herders, domestic users, city dwellers, emerging industries–and ecosystems depend on access to water of the right quality, in the right quantity, and at the right time.

    Integrated water resources management is a combination of managing blue and green water resources. Often the main focus is on the blue water resources, as information on spatially distributed evaporative water use is not as readily available as the link to river flows. Physically based, spatially distributed models are often used to generate this kind of information. These models require enormous amounts of data, which can result in equifinality, making them less suitable for scenario analyses.
