The aim of this paper is to define the range of objects that may need to be accommodated in the development of a practical cadastral database, to also accommodate 3D spatial units, and permit a range of encodings to coexist. The level of geometric encoding as defined in the ISO19152 LADM provides a framework of categorization of spatial units recorded in a cadastre, whether formal or informal, historic, current or planned. The levels of encoding range from simple “text based” spatial unit to the “topology based” encoding (in both 2D and 3D).

National land information system (NLIS) is an essential part of the Mongolian land reform. NLIS is a web based and centralized system which covers administration of cadastral database all over the country among land departments. Current ongoing NLIS implementation is vital to improve the cadastral system in Mongolia. This study is intended to define existing problems in current Mongolian cadastral system and propose administrative institutional and systematic implementation through NLIS.

Land administration is a process of recording and disseminating information about the association between people and land. To administer land matters in Malaysia, the Department of Surveying and Mapping Malaysia uses eKadaster and Land Office has eTanah which are different in e-Systems. Currently, Malaysia does not have a standard model for land administration and standardisation is one of the important aspects in a land administration process. This paper proposed a country profile model using international standards based on Land Administration Domain Model.

Maps are instrumental in the commodification of land and its exchange in markets. The critical cartog- raphy literature emphasizes the ‘‘power of maps” to (re)define property relations through their descrip- tive and prescriptive attributes. But how do maps work to achieve these outcomes? This paper examines the notion of maps as ‘‘inscription devices” that turn land into a commodity that can be bought and sold by investors. It is based on the analysis of a land reform project in the Southern African country of Lesotho.
