Genetic resources for food and agriculture play a crucial role in food security, nutrition and livelihoods and in the provision of environmental services. They are key components of sustainability, resilience and adaptability in production systems. They underpin the ability of crops, livestock, aquatic organisms and forest trees to withstand a range of harsh conditions. Climate change poses new challenges to the management of the world’s genetic resources for food and agriculture, but it also underlines their importance.

The present issue of Forest Genetic Resources (FGR) goes to press immediately following the Eleventh World Forestry Congress held in Turkey 13-22 October 1997, which more than 4000 colleagues from 145 countries attended. In regard to the conservation and use of forest genetic resources, the Congress, in its deliberations and report, stressed that action to conserve, manage, sustainably utilize and enhance forest genetic resources is an urgent priority.

This paper proposes an approach to assist countries in ensuring that NFM planning more strongly meets the needs and demands of forest-related national policy processes. The damage caused by illegal activities and corrupt practices in the world’s forests is a problem of enormous proportions. In many parts of the world, forest exploitation is dominated by rampant illegal harvesting, large-scale violation of trade regulations both domestically and internationally, fraudulent practices abetted or condoned by government officials and other destructive activities in violation of applicable laws. This paper is concerned with one facet of this complex problem–how important is legislation in the fight against destructive and corrupt forestry practices?
