    CESCR calls for written contributions to the draft general comment on Land and Economic, Social and Cultural Rights

    The Committee on Economic, Social and Cultural Rights is developing a general comment on Land and Economic, Social and Cultural Rights (ICESCR). The purpose of this general comment is to clarify the specific obligations of States parties relating to land and the governance of tenure of land under the International Covenant on Economic, Social and Cultural Rights.

    Rapidly urbanizing Indian cities need mechanisms to ensure that land is acquired, planned, and serviced with adequate infrastructure and social amenities, to prevent the occurrence of haphazard urban expansion and under-provisioned inner-city areas.

    Such mechanisms should help government agencies recover their costs through land value capture, a method by which agencies recover part of the increase in the value of private property after it is serviced by new public infrastructure.

    The drylands of Africa, exclusive of hyper-arid zones, occupy about 43 per cent of the continent, and are home to a rapidly growing population that currently stands at about 325 million people. Dry zones, inclusive of hyper-arid lands, cover over 70 per cent of the continent’s terrestrial surface. Outside of the cities many dryland inhabitants are either pastoralists, sedentary or nomadic, or agro-pastoralists, combining livestock-rearing and crop production where conditions allow.

    There is global interest in promoting mitigation and adaptation in agriculture, forest, and other land-use (AFOLU) sectors to address the twin goals of climate change and sustainable development. This guideline deals with how to enhance carbon stocks in general in all land-based projects and its specific relationship with agriculture productivity. It outlines specific steps and procedures that need to be followed by project proponents and managers of land-based projects to enhance carbon stocks synergistically with increasing crop productivity.

    The NGO Forum on Cambodia, in cooperation with the Ministry of Agriculture, Forests and Fisheries, organized a national consultation workshop on 19-20 December 2016 on the sixth version of the draft Cambodian Agricultural Land Law. In addition to inputs from various stakeholders at the workshop, a legal review was conducted with the assistance of Mr. George Cooper, an independent senior legal expert experienced in land policies.
