Kosovo is a small and young state that gained an interim United Nations (UN)-administered status in the wake of the Dayton peace accord only in 1999; it declared independence in 2008. Compared to neighboring countries, it is still lacking in its basic infrastructure and its administrative and technical skills. In addition, with the onset of the War in Yugoslavia in 1992 most investment and normal maintenance came to a standstill.

In line with one of the major themes in
the Bank's Environment Strategy, this 2005 annual
review is devoted to the theme of environmental health.
Viewpoint articles in this edition reflect several external
perspectives: the World Health Organization (WHO) lays out
the panorama of environmental risk factors; a successful
example of combating urban air pollution is provided by the
former mayor of Bogotá; successful strategies to enhance

The purpose of this study is to update
the review of World Bank experience in Irrigation (IEG 1994)
and to broaden the scope of evaluation to include all water
lending for agricultural development. Since that first
study, the proportion of World Bank lending for agricultural
water management continued to decline, a trend that started
in the late 1970s when the sub-sector received 11 percent of
the lending, is falling to less than 2 percent in 2001-03.

    Climate change is a serious
environmental challenge that could undermine the drive for
sustainable development. Since the industrial revolution,
the mean surface temperature of earth has increased an
average of 1degree celsius per century due to the
accumulation of greenhouse gases in the atmosphere.
Furthermore, most of this change has occurred in the past 30
to 40 years, and the rate of increase is accelerating, with

The global monitoring report 2008 comes
at an important time. This year marks the halfway point in
the effort to achieve the millennium development goals
(MDGs) by 2015. This is also an important year to work
toward a consensus on how the world is going to respond to
the challenge of climate change, building on the foundation
laid at the conference in Bali in December 2007.
Successfully meeting this challenge will be essential for

This evaluation is the first of a series
that seeks lessons from the World Bank Group's
experience on how to carve out a sustainable growth path.
The World Bank Group has never had an explicit corporate
strategy on climate change against which evaluative
assessments could be made. However, a premise of this
evaluation series is that many of the climate-oriented
policies and investments under discussion have close

    This issue of environment matters
celebrates the 2010 international year of biodiversity and
describes some of the challenges and opportunities in
protecting biodiversity for the benefit of humankind. From
the world's highest mountain ranges to the lowland
plains, and from the great oceans and coastal wetlands to
agricultural landscapes, nations and communities rely on the
bounty and services of natural ecosystems. Biological

Most economic analyses of climate change
have focused on the aggregate impact on countries of
mitigation actions. The authors depart first in
disaggregating the impact by sector, focusing particularly
on manufacturing output and exports because of the potential
growth consequences. Second, they decompose the impact of an
agreement on emissions reductions into three components: the
change in the price of carbon due to each country s emission

    The first volume of Independent
Evaluation Group (IEG) series (IEG 2009) examined World Bank
experience with the promotion of the most important win-win
(no regrets) energy policies, policies that combine domestic
gains with global greenhouse gas (GHG) reductions. These
included energy pricing reform and policies to promote
energy efficiency. This second phase covers the entire World
Bank Group (WBG), including the International Finance
