This Act makes provision for the recognition, protection and registration of community land rights and also provides for conversion of community land, special rights and entitlements with respect to community land, environment and natural resources management of community land and settlement of disputes relating to community land.

It establishes the National Grazing-land and Animal Feed Resources Advisory Council and provides for appointment of inspectors and a Director within the Ministry who shall be responsible for the administration of grazing-land utilization and animal feed resources. The Act furthermore provides for, among other things, the development and management of grazing lands, the control on manufacture of and trade in animal feed and forage seeds and the protection of grazing land.

The Settlement Officer shall decide on the granting of licensing for the occupation and cultivation of land and the herding and grazing of any bull, cow, bullock heifer, calf, ox, sheep, goat, mule, donkey or swine and shall be assisted by a committee established under these Rules.
