Peer-reviewed publicationMay, 2019ZambiaMany cities in developing countries are experiencing urbanization characterised by the continuous proliferation of informal settlements. This article gives an account of a study that determined the inclusiveness of land administration in the City of Lusaka using the perspective of good governance principles. The study findings shows that land administration in the City of Lusaka is not inclusive as most indicators of the five good governance principles recorded negative responses of at least 60 per cent.

This study examines how informal systems of housing land delivery operate in six African cities discussing how they are evolving and how they interact with formal land administration systems.

This study contends that Zambia cannot develop if it neglects policy for the efficient utilization of its natural resources. One such area has been the absence of land policy for effective management of rural land.While failure in this area has been attributed to a number of factors, notably absence of credit and funding, this paper contends that the base factor is the absence of efficient land management for rural land.This paper attempts to show that rural land in Zambia remains undeveloped for a number of reasons:The absence of an institutional framework to guide land administration.

Reports & ResearchDecember, 2018ZambiaFrom January 15 to February 6, 2018, the USAID’s Tenure and Global Climate Change Program and Land Portal Foundation co-facilitated a dialogue on experiences of documenting household and community-level customary rights in Zambia. The dialogue brought together the perspectives of government, traditional leaders, practitioners, civil society, and academics to consider how customary land documentation can contribute to national development goals and increased service delivery in rural and peri-urban areas.

Concludes that the benefits of market-based land reform have accrued to local elites and outside investors. Land administration has proved highly malleable and is subject to perversion by local elites, traditional rulers, outside investors, and government officials.
