    This report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project `Coping with water scarcity: the role of agriculture?, and has been discussed at an Expert Consultation meeting organized in FAO, Rome in December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materia ls presented to the meeting.

    This document provides a clear and comprehensive account for the application of marine spatial planning (MSP) within the Regional Commission for Fisheries (RECOFI) region. It builds on regional technical workshops, held under the auspices of the Food and Agriculture Organization of the United Nations (FAO), aimed principally at improving the prospects for fisheries and aquaculture in the Near East.     The global reproduction of food, notably cereal crops, appears to have been remarkably resilient to the vagaries of climate. The unsung hero in this production chain may well be groundwater. When rainfed agriculture fails, the fallback is usually groundwater. First it is accessed to smooth over the dry periods, and then it becomes a habit. Therefore, staying within strict resource limits would seem to be the obvious piece of management advice.

    The Programme for World Census of Agriculture 2000 was the sixth prepared by FAO for encouraging countries to undertake an agricultural census with standardized international concepts, definitions and methodologies. The programme covered the censuses carried out during the decade (1996 – 2005). Some 122 countries carried out an agriculture census during the decade and 114 countries made available their census reports to FAO. This publication is a methodological review of the agricultural censuses conducted within the framework of the Programme for World Census of Agriculture 2000.
