However, most people in rural areas in developing countries do not have any form of documentation to protect their land and natural resources rights, which puts their livelihoods and consequently their food and nutrition security are at risk. Secure tenure rights promote responsible investment in agriculture that could increase productivity and enhance food security and nutrition.

Clear and legitimate tenure rights over forests can provide an incentive to manage forests sustainably and simultaneously reduce deforestation and forest degradation.     Supporting Implementation of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGTs) is a programme that provides countries with a framework for best practices in tenurerelated policies, laws, regulations, strategies and practices. Its Phase 1 was implemented from October 2012 to June 2016 as a multi-donor programme overseen by a steering committee and managed by the VG-Tenure Secretariat hosted by FAO.

    This paper represents part of an area of work on land tenure in post-conflict situations. An earlier LSP paper explored post-conflict land tenure in the context of sustainable livelihoods (LSP Working Paper 18: Unruh, J. (2004). “Post-conflict land tenure: using a sustainable livelihoods approach”.) The work is complemented by the FAO Land Tenure Studies 8 “Access to rural land and land administration after violent conflicts”.

    Effective policy and legal advice requires a clear understanding of the gaps and discrepancies in the policies and legislation pertaining to gender and land. This paper introduces a Legal Assessment Tool (LAT) for gender-equitable land tenure, developed under the Gender and Land Rights Database (GLRD) of the Food and Agriculture Organization of the United Nations (FAO), for the purpose of providing prompt, targeted and effective policy and legal advice to countries working towards gender-equitable land tenure.
