    The Committee met to deal with the two proposed amendments that had been made by the National Council of Provinces (NCOP) on the Expropriation Bill [B4B-2015]. The first amendment aimed to increase the number of days in which the municipal manager must inform the expropriating authority, in writing, of charges from 20 days to 30 days, if land which had been expropriated is subject to municipal rates.

    This paper provides an overview of land reform in South Africa from 1994 to 2011, with the focus on the land redistribution. The government policies and associated implementation since 1994 have not generated expected social and economic results for a number of reasons. Even where land has been transferred, it appears to have had minimal impact on the livelihoods of beneficiaries, largely because of inappropriate project design, a lack of necessary support services and shortages of working capital, leading to widespread underutilization of land.

    The study established the factors that influence the use of cattle and chicken manure for managing soil fertility by surveying a random sample of 224 farm households in the Midlands of KwaZulu-Natal province, South Africa. The majority (87%) of the respondents are farming on communal land with an average farm size of 2.9 ha. Sixty-three% of the farmers in the sample used manure to manage soil fertility in their fields. Despite the fact that chicken manure was available in large quanties in the area, 54% of manure used was from cattle while chicken manure was used by 39% of the sample.

    Acacia mearnsii De Wild (black wattle) is an important plantation species for tannin production and woodchip exports in South Africa and Brazil. This study provides an updated overview of the black wattle industries in both countries, including planted areas and land ownership, silviculture and management, bark extract production, woodchip exports, as well as key research and development issues.     This paper focuses on legal and institutional aspects of children’s property and inheritance rights in Southern and East Africa. Chapter 2 discusses violations of children’s property and inheritance rights and discusses how the spread of HIV/AIDS has contributed to the violations. Chapter 3 assesses several norms of customary law that aim to protect children’s property and inheritance rights as well as the current practices of customary law that—in the context of the HIV/AIDS pandemic—serve to complicate and limit children’s ability to maintain their rights.
