The rubber tree is native to the humid tropics and has traditionally been cropped in the equatorial zone between 108Nand 108S; in mainland Southeast Asia this includes portions of southern Thailand, southeastern Vietnam, and southern Myanmar. In the early 1950s, the Chinese government began to invest in growing rubber in environments perceived to be ecologically marginal and eventually established state rubber plantations in areas that lie as far north as 228 north latitude.
In Cambodia, the interactions between large-scale land investment and land titling gathered particular momentum in 2012–13, when the government initiated an unprecedented upland land titling programme in an attempt to address land tenure insecurity where large-scale land investment overlaps with land appropriated by peasants.
The central objective of this working paper produced by Jean-Christophe Diepart and Thol Sem, is to examine the recognition and formalisation of peasants’ land rights against the backdrop of Cambodian history and political economy of land and agrarian change.
It aims to understand how colonialism, war, socialism and the regional integration against a neoliberal background have shaped the land rights of smallholder farmers in contemporary Cambodia.
Since the early 1960s, notwithstanding dire predictions of agricultural theorists and colonial observers, agricultural growth has been strong among most Southeast Asian countries. More recently, this expansion has reached the maritime domain, with the rapid development of aquatic production through sea-based aquaculture among others. In recent territorial expansion and increase in yields for export crops has been faster than for food crops.
The use of quality seed is a major component of increased yields in crop production. Quality seed and seed programs in a country does not emerge by happenstance; it is created by a combination of many factors that include variety development, seed production, quality control, processing, marketing, and governmental oversight. As the seed sector in a country matures, each of these factors becomes more important and plays a more important role in the growth of the agricultural sector. The seed program in Cambodia is interestingly different from that in many other developing countries.
This report focuses on areas with highest potential efficiency gains to increase the value for money from investments in core public goods and services such as extension, irrigation and rural roads. This is a first attempt to carry out such an analysis in Cambodia, and even in the Greater Mekong sub-region. Based on extensive data gathering and surveys, this chapter analyzes the efficiency and effectiveness of agricultural sector expenditures in Cambodia and assesses various options for increasing the impact of government expenditures on agricultural growth.
Although Cambodia is one of Asia’s smallest and poorest economies—in the Association of Southeast Asian Nations (ASEAN) only Burma’s per capita purchasing power is lower—changes in its environment for business and trade since the turn of the millennium have been rapid and dramatic. Insiders and outsiders alike are increasingly recognizing the country’s economic potential as a range of new investment and infrastructure projects evince growing confidence and opportunity.
The agricultural Sector in Cambodia still contributes the dominant quantity to the GDP. It is the most important source of income and rural livelihood for around 80% of the Cambodian population. Cambodia’s rural population faces new challenges like high population growth, embracing market economy and international private investment, nationwide food security and decreasing agricultural production conditions as a result of rapidly changing socio-economic conditions since 1990.
For centuries, farmers in the mountainous region of mainland Southeast Asia have practiced shifting cultivation, with plots of land cultivated temporarily and then allowed to revert to secondary forest for a fallow period. Today, more than one million hectares have been converted to rubber plantation. By 2050, the area under rubber trees in the montane regions of Cambodia, Laos, Myanmar, Thailand, Vietnam, and China's Yunnan Province is predicted to increase fourfold.
