Examines cases of confrontation over land in Northern Zambezia, Mozambique. One large company withdrew rather than fight local peasants and take over land being used to grow food. But two other investors chose to push ahead, and have come into conflict with local peasant communities.
Who can access and use the land? The answer to this age-old question is changing fast in many parts of rural Africa. Land that used to be allocated within the community by chiefs is now increasingly changing hands in more diverse ways. The wealthy and well-connected within the community or from further afield are frequently able to override local statutory or customary land rights, dispossessing the previous occupants or forcing them to divide their already small plots of land.
Policies to promote adaptation climate
risks often rely on the willing cooperation of the intended
beneficiaries. If these beneficiaries disagree with policy
makers and programme managers about the need for adaptation,
or the effectiveness of the measures they are being asked to
undertake, then implementation of the policies will fail. A
