In the future scenario for livestock development, there is a continuing role for smallholder producers, particular for dairy and small ruminants, relying heavily on grass and crop-residues, however in a growth mode, intensifying production, and enhancing the efficiency of resource use (less land, labor and feed resources per unit product). In particular improving the efficiency of converting feed into milk and meat will be critical to increase their income.

    Moldova, Europe, Central Asia

The agricultural and food production sector plays a key role in fighting poverty and food insecurity in Moldova, but is facing critical challenges to modernize and integrate into the international market. This paper focuses on smallholder farms, which make up 95 percent of all farms, and explores their potential for growth and the poverty links. Findings reveal that structural change is slow and smallholder farm growth in Moldova is an exception, not the rule.

    Moldova, Europe, Central Asia

Moldova has experienced rapid economic growth in the past decade, which has been accompanied by reductions in poverty and good performance in shared prosperity. Nonetheless, Moldova remains one of the poorest countries in Europe and faces challenges in sustaining the progress. The challenges for progress include spatial and cross-group inequalities, particularly because of unequal access to assets, services and economic opportunities.

    Vietnam

In the wake of reforms to establish a free market in land-use rights, Vietnam is experiencing a pronounced rise in rural landlessness. To some observers this is a harmless by-product of a more efficient economy, while to others it signals the return of the pre-socialist class-structure, with the rural landless at the bottom of the economic ladder. The authors' theoretical model suggests that removing restrictions on land markets will increase landlessness among the poor, but that there will be both gainers and losers, with uncertain impacts on aggregate poverty.

Asia, Central Asia, Europe, Eastern Europe

This study reviews how the integration of environmental concerns into agriculture and forestry is progressing in the countries of Southeastern Europe (SEE) and of Eastern Europe, Caucasus, and Central Asia (EECCA) since 2000 and assesses prospects for the future. The present report is a contribution to the environment for Europe process. At the Fifth Ministerial Conference in Kiev in 2003, participants decided to pay greater attention to the needs of the EECCA and adopted an environmental strategy for the sub-region.

    Brazil, China, India

Brazil, China and India have seen
falling poverty in their reform periods, but to varying
degrees and for different reasons. History left China with
favorable initial conditions for rapid poverty reduction
through market-led economic growth; at the outset of the
reform process there were ample distortions to remove and
relatively low inequality in access to the opportunities so
created, though inequality has risen markedly since. By

    Indonesia

This paper analyzes the trends and
evolution of public spending in the agriculture sector in
Indonesia, as well as the impact of public spending on
agricultural growth. It finds that, in line with empirical
work undertaken in other countries, public spending on
agriculture and irrigation during the period 1976-2006 had a
positive impact on agricultural growth, while public
spending on fertilizer subsidies had the opposite effect.

    India

Global warming is expected to heavily
impact agriculture, the dominant source of livelihood for
the world's poor. Yet, little is known about the
distributional implications of climate change at the
sub-national level. Using a simple comparative statics
framework, this paper analyzes how changes in the prices of
land, labor, and food induced by modest temperature
increases over the next three decades will affect

    China

Recruiting and retaining leaders and public servants at the grass-roots level in developing countries creates a potential tension between providing sufficient returns to attract talent and limiting the scope for excessive rent-seeking behavior. In China, researchers have frequently argued that village cadres, who are the lowest level of administrators in rural areas, exploit personal political status for economic gain.

    China

This paper provides an overview of
research on income inequality in China over the period of
economic reform. It presents the results of two main sources
of evidence on income inequality and, assisted by various
decompositions, explains the reasons income inequality has
increased rapidly and the Gini coefficient is now almost
0.5. This paper evaluates the degree of income inequality
from the perspectives of people's subjective well-being
