    Benefit-sharing agreements and community contracts are intended to ensure affected communities are involved in and benefit from the management of forest resources, but communities have often been left feeling short-changed.

    This briefing note provides an overview of the functioning of community benefit sharing and community contracting in the Republic of Congo, Gabon, Ghana and Liberia, through ClientEarth’s experience. It also draws out key considerations on benefit sharing and community contracting mechanisms.

    The Lawra district of the Upper West region was selected as the case study. This study compared crop yields for FMNR and non-FMNR farmers. FMNR farmers are classified as having at least 8 trees per acre, with an average of 13 trees per acre (33 per ha) and a maximum of 40. Non-FMNR farmers are classified as having between 1 and 7 trees per acre, with an average of 5.Qualitative (focus group discussion) and quantitative (household survey) data were collected in April to May 2019. Over 500 households were interviewed in both CIKOD intervention communities and control sites.

Emerging evidence of the negative social and environmental effects of these large-scale land transfers and growing concern from civil society have placed ‘global land grabs’ firmly on the map of global land use change and public discourse.     In Ghana 70 per cent of the population are smallholder farmers who depend on the land for their basic needs. Growing competition for this resource is having significant impacts on rural livelihoods and governance as land changes hands. This study highlights the key drivers of pressure on rural land and their communities, such as population growth, urbanisation and acquisition of land by new actors, including government and business.

    Land Tenure Working Paper 19. The present paper is written as part of the overall Voluntary Guidelines consultation and development process and is a contribution to the subsequent preparation of the Gender Technical Guide. It contextualises and defines gender for the Voluntary Guidelines, discusses what governance of tenure means from a gender perspective and identifies and analyses key issues and themes. It then summarises recommendations relevant to gender before drawing some conclusions for the development process of the Voluntary Guidelines.
