The main purpose of this article is to determine the level of social development of rural areas and to examine whether the National Support Center for Agriculture (NSCA) activities (in the form of transferring land to communes for the implementation of social goals) have an impact on that development, and to what extent. In this article, an assessment of the social development level of rural areas using the Hellwig method was carried out.

Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

Any activities aimed at rural area development should not disregard the inhabitants who are "the tools" that implement given mechanisms. To a large extent, the effectiveness of social activities is determined by the participants’ expectations towards the projects and their knowledge of the subject. Land consolidation projects are the ideal tools for rural development. Land consolidation may be described as the planned readjustment of land ownership patterns with the aim of creating larger and more rational land holdings.

This guide on Rural property tax systems in Central and Eastern Europe has been prepared to support governments in the design and implementation of systems to raise revenues at local levels. An increasing number of countries are introducing policies to decentralize the provision of rural services but very often local levels of government have insufficient funds to carry out these newly decentralized responsibilities. Raising revenues through property taxes on rural land represents one way to improve the capacity of local levels to deliver services.
