Factors and actors driving the reform agenda

This paper examines the roles of the state, international organisations and the public in pastoral land reform in the Central Asian republics and Mongolia. In recent years new legislation has been passed in most of these countries, often driven by environmental concerns. In the development of these laws, international organisations tend to promote common property regimes, whilst governments usually emphasise individual security of tenure, each using environmental arguments taken from quite different bodies of theory.

A Critical Review of Indonesia’s Agrarian Reform Policy

    Indonesia

Inequality in the agrarian structure in Indonesia remains a serious problem. Agrarian reform efforts have been the spirit of Indonesia since the enactment of the Basic Regulations on Agrarian Principles Act (UUPA). However, agrarian reform policies are still far from perfect. Since the reformation, the issue of agrarian reform, also known as land reform, regained its discourse space.

This paper addresses the disjuncture between women’s formal land rights and their attaining these in practice, examining the four agrarian reforms carried out by progressive governments after 2000 in Bolivia, Brazil, Ecuador, and Venezuela. It finds that while all four strengthened women’s formal land rights, only the reforms in Bolivia and Brazil resulted in a significant share and number of female beneficiaries.

In rural parts of the global South, livelihoods are diversifying away from agriculture. Neverthe-less, agriculture typically still remains the backbone of rural life and is usually considered the prime source of economic security, social prestige and self-identity. The task of narrating these somewhat contradictory processes in a conceptually coherent fashion has proven a major challenge for research. This paper responds to this problem by deploying an adapted version ofAndrew Dorward’s schema of households ‘hanging in, stepping up or stepping out’ of their landed interests.

In the recent explosion of attention given to the land grabbing phenomenon, contract farming has been identified as a potentially inclusive alternative for smallholders to outright acquisition of farm land by agri-business capital. This paper responds to these claims by resituating contract farming as an equally important form of land control. The focus of the paper is a case study of potato contract farming in Maharashtra

Following South Sudanese independence in 2011, land reform became a major aspect of state building, partly to address historical injustices and partly to avoid future conflicts around land. In the process, land became a trigger for conflicts, sometimes between communities with no histories of “ethnic conflict.” Drawing on cases in two rural areas in Yei River County in South Sudan, this paper shows that contradictions in the existing legal frameworks on land are mainly to blame for those conflicts.

Debates about land redistribution from white farm owners to black hands tend to be silent on the question of farm dwellers. This is despite the fact that over two million black people are estimated to be living on commercial farms. Many residents have lived on commercial farms for generations, and they are arguing that their plight should be at the centre of land debates, and that redistribution of commercial farmlands must deliver primarily to them. Since its formation, Tshintsha Amkhaya held a number of gatherings, either workshops or indabas with resolute and progressive outcomes - from activities igniting the spirit of activism, a quest to call for accountability and planning of broad actions to be taken by a collective to challenge the status quo.

The Ingonyama Trust headed by Zulu King Goodwill Zwelithini kaBhekuzulu should be dissolved and the law that established it on the eve of South Africa’s liberation in 1994 should be repealed. This Act has effectively converted informal rural ownership rights to leasehold. Just days after the report was released, the Ingonyama Trust ramped up its campaign to persuade rural citizens to surrender their informal land rights to the Trust and to accept 40-year leases that could be cancelled for non-payment or other violations of the contract.
