The Cameroonian government’s decision to reform the land legal framework is an opportunity to provide real protection for rural land tenure rights, in a context where major investments and projects are increasing tenure insecurity across the country. Responding to an invitation from the administration to help design this new framework, civil society stakeholders have issued multiple proposals over the years on the topics they think should be included in the new land law. Tajikistan’s population is predominantly rural and largely dependent on agriculture. Agriculture accounts for a quarter of Tajikistan’s gross domestic product and export revenues, 39% of tax revenues, and half of total employment. Given the widespread migration of male Tajik workers overseas, women constitute the majority of employees (accounting for 53% of the economically active population in agriculture). Arable land is in short supply at 0.15 hectares (ha) per capita (rising to 0.20 ha per capita for the rural population).

    South Africa

In 1913, South Africa’s Land Act set aside 87% of the country’s land for exclusive use and ownership by white people, helping to divide the nation into a relatively prosperous white heartland and a cluster of increasingly impoverished black reserves on the periphery and within cities (Walker, 2017). More than a century later, South Africa is still struggling to redress this historical injustice and the inequality it continues to foster.

Extractive industries are up scaling their activity as the sector is gearing up for the exploitation of oil and gaz by 2020. In a country where most people live off the land, the construction of industrial infrastructure carries great risks for the protection of fundamental rights.
