    This article employs moral geographies in analysing the land restitution process and outcome. Moral geographies investigate how abstract values, deliberations and judgements are translated into everyday life and, consequently, to landscape. The dynamics of moral geographies are analysed by transdisciplinary research methods using mainly qualitative data, such as documents, media and literature, but also spatial and statistical data. Land restitution in Estonia had its start in 1991, instigated by the heat of national reawakening, aiming to reverse the past 50 years of Soviet ‘wrongdoings’.

    Land reform has been a strong part of the overall re-structuring of the Lithuanian economy and it has contributed to the gains in living standard that have been achieved since 1994. Like the other former Soviet states, Lithuania suffered strong declines in agricultural and industrial production following independence.

    Aim of the paper: in order to create the new most appropriate model of rural development in Lithuania, it is necessary to analyse specific situation, created under the influence of the last century historical events and its long-term consequences. Lithuania, as well as other Baltic states, has created the agrarian sector under the very complicated economical, social, and cultural circumstances. Each Baltic state (Lithuania, Latvia and Estonia) had some specific features of rural development, which were formed during the last century.

    Urban land use has been a major driving force behind land use change in Estonia since regaining independence and land reform process in the 1990s. The study summarizes land use change, land management and planning practices in the urban fringe over a period of 20 years with the aim of introducing a sustainable land use policy in highly fragmented suburban land. The processes and dynamics of land use change are explored using cartographic and landscape metrics analysis.

    The implementation of land reform has influenced the formation of property structure. The main procedures of land reform activities are stated in Estonian legislation. However, the provisions for determining the area and the boundaries for properties to be formed in the course of land reform are stated in legal acts in an unsystematic way. The aim of this study is to systematize the parcel area and the boundaries determination procedures that are used in the course of land reform for property formation.

    Having done research on agricultural decollectivization and its consequences since 1992, Ilkka Alanen and his colleagues has accumulated a wealth of knowledge on the coping strategies people adopted in order to survive in the Baltic countries and elsewhere (See Alanen 1998, Alanen et al 2001 and Alanen 2004a). The problems turned out to be much more difficult than the reforms planers anticipated, and that some of the initial failures still overshadow people’s lives.

    FAO (Food and Agriculture Organization of the United Nations) and other development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, civil society, the private sector, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practices, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions.

    The former socialist countries of Eastern Europe (that is, Europe east of Germany and west of the Urals, but including all of Russia) began a transition to a market economy in the late 1980’s and early 1990’s. This paper looks at one aspect of that transition: the transition from state ownership to private ownership of agricultural land and the accompanying transition to a land market for agricultural land.
