In the paper short data on the results of implementation of pilot land consolidation projects in 6 villages of the Republic of Moldova in 2007-2009 are presented. As a result it became possible to accumulate the experience necessary for extension of these works in scales of all country. Simultaneously a number of difficulties and problems have been identified. It will be difficult to realize these works without elimination of them.

The analysis of the current stage of situation proves the priority of the private property in the agricultural land belonging to the legal forms of organization in comparison with the areas of the leased agricultural lands. This brief explores the reform of land tenure institutions which re-emerged in the 1990s, and asks if these reforms are any more gender sensitive than those of the past?The paper highlights that a focus of the recent reforms has been on land titling, designed to promote security of tenure and stimulate land markets. The reforms have often been driven by domestic and external neoliberal coalitions, with funding from global and regional organisations which have argued that private property rights are essential for a dynamic agricultural sector.

This paper focuses on smallholder farms, which make up 95 percent of all farms, and explores their potential for growth and the poverty links. Findings reveal that structural change is slow and smallholder farm growth in Moldova is an exception, not the rule.

During the past two decades agrarian (‘land and farm’) reforms have been widespread in the transition economies of Eastern Europe, the Caucasus and Central Asia (EECCA), following earlier ones in Asia (China and Vietnam). However, independent family farms did not become the predominant sector in most of Eastern Europe. A new dual (or bi-modal) agrarian structure emerged, consisting of large farm enterprises (with much less social functions than they had before), and very small peasant farms or subsidiary plots.

The former socialist countries of Eastern Europe (that is, Europe east of Germany and west of the Urals, but including all of Russia) began a transition to a market economy in the late 1980’s and early 1990’s. This paper looks at one aspect of that transition: the transition from state ownership to private ownership of agricultural land and the accompanying transition to a land market for agricultural land.
