The Global Land Tool Network (GLTN) is committed to promoting pro-poor land policies, legislative processes, land administration systems and procedures. The Framework for Costing and Financing of Land Administration Services (CoFLAS) is a decision-support tool for land administration which provides a series of templates to identify the core needs and necessary investment for land reform processes. The outcome of a CoFLAS assessment is a series of reports that guide decision making related to land reform, identify the cost implications of decisions and support fit-for-purpose approaches.

This publication contains the major highlights of the Land Watch Asia's "Regional Workshop on Land Monitoring Initiatives: Towards an Accountable Governance on Land" held in Manila, Philippines on 21-22 April 2015. These include the land monitoring country reports (in Bangladesh, Cambodia, India, Indonesia, Nepal, Pakistan, and Philippines) prepared by Land Watch Asia campaign using the Land Reform Monitoring Framework, which was its landmark contribution towards assessing land issues across the region.

This guide outlines the factors that influence the set up and effective operation of a non-state actor mechanism in the land sector, particularly during a land reform process. Non-state actors (NSA) for the purpose of this guide include civil society organizations, the private sector and professional associations. A land sector non-state actor (LSNSA) mechanism is a means by which a group of NSAs coordinates their interventions and support to enhance their impact in the land sector, particularly during land reform processes.
