    The PIRANDELLO model, currently under development by Cofiroute, is among the first significant French attempts to develop an operational land-use transport interaction (LUTI) model. It provides an easily understandable but theoretically sturdy framework to analyze and communicate on transportation and land-use policies. Based on the linkage of a transportation with an urban model, the project benefits from Cofiroute's experience as regards the transportation model, to focus on the development of an efficient and innovative urban model.

    Food-for-work (FFW) programs are commonly used both for short-term relief and long-term development purposes. In the latter capacity, they are increasingly used for natural resources management projects. Barrett, Holden and Clay (forthcoming) assess the suitability of FFW programs as insurance to cushion the poor against short-term, adverse shocks that could, in the absence of a safety net, have permanent repercussions.

    In 2015 the global community committed itself to an ambitious programme of reform. Achieving the Sustainable Development Goals and implementing the resolutions of the Paris climate conference require that great efforts are made – including those of a financial nature. Many states will have to ensure that untapped or barely used sources of income are developed. Sub-national units such as provinces, departments, districts, and cities will play an increasing role in the mobilisation of public revenues.

    The main reason for government intervention in land markets is market failure. Open space is a non-market output or externality of farmland and, although it might be important to people, there is no actual market for the good as such. The Netherlands and the Province of British Columbia in Canada both experience similar problems of expanding cities and pressure on open space, and they both use zoning to regulate land use and its externalities.

    There is much in common between the agricultural sectors of the United States and Canada. This chapter begins with a brief background on the two sectors, then reviews their histories of farm policy developments before reporting new estimates of rates of assistance to their farmers and their consequences for taxpayers and consumers. This is followed by an explanation of the politics behind the evolution and gyrations in farm policies in the two countries, and some speculation on the prospect for reform.

    This training manual focuses on how to manage and resolve conflicts over land tenure rights, security of tenure and land access in the field of rural development. It results from complementary activities undertaken within FAO's Livelihood Support Programme (LSP) and the Land Tenure and Management Unit and with the International Land Coalition. It addresses the specific issues of land tenure identified in the volume Negotiation and Mediation Techniques for Natural Resource Management published by the LSP.
