This report highlights important differences in political, legal, and institutional environments, and the need to recognise opportunities and limitations in the local context when restoring land.
This book delivers new conceptual and empirical studies surrounding the design and evaluation of land governance, focusing on land management approaches, land policy issues, advances in pro-poor land tenure and land-based gender concerns. It explores alternative approaches for land management and land tenure through international experiences. Part 1 covers Concepts, debates and perspectives on the governance and gender aspects of land. Part 2 focuses on Tenure-gender dimensions in land management, land administration and land policy.
The central themes of this book are customary law, traditional leadership and local land management. International policy is currently witnessing a renewed interest in customary tenure systems and traditional leadership, through which it aims to enhance the efficiency of local governance, and create general access to and secure rights in land. Contrary to these ideas, practice reveals a lack of security of customary tenure in many areas.
Existing studies on blockchain within land administration have focused mainly on replacing or complementing the technology for land registration and titling. This study explores the potential of using blockchain technology to enhance the transparency of all land administration processes using an integrative review methodology coupled with a framework analysis. This study draws on the Ghanaian land administration perspective to make this insightful. It appears possible to apply a permissionless public blockchain across all land administration processes.
Ghana is urbanising rapidly, and over half of the country’s population have lived in urban areas since 2010. Although research has proliferated to explore Ghana’s urbanisation, there is a dearth of research that holistically explores the wider sustainability implications of urbanisation, offers comparative perspectives in the context of large and smaller urban areas, and provides a perspective of local level urbanisation in the context of resource extraction (mining).
Africa has been at the centre of a "land grab" in recent years, with investors lured by projections of rising food prices, growing demand for "green" energy, and cheap land and water rights. But such land is often also used or claimed through custom by communities. What does this mean for Africa? In what ways are rural people's lives and livelihoods being transformed as a result? And who will control its land and agricultural futures?
This paper is one of three thematic case studies resulting from a set of pilot projects undertaken jointly by civil society and private business partners from 2016–2019 in five countries in sub-Saharan Africa. These pilots sought to test how private companies could collaborate with civil society organisations and other stakeholders to implement responsible agribusiness investments that recognise and respect community land rights, and to develop innovative tools and approaches that could be adopted and implemented at greater scale.
This study analyzed and assessed spatio-temporal dynamics of land-use change (LUC) and urban expansion (UE) within the Greater Accra Metropolitan Area (GAMA) of Ghana. This region serves as a case to illustrate how a major economic hub and political core area is experiencing massive spatial transformations, resulting in uneven geographies of urban land expansion. Quickbird/Worldview-2 images for the years 2008 and 2017 were segmented and classified to produce LUC maps. LUC and UE were analyzed by post-classification change detection and spatial metrics, respectively.
Land is a vital resource that sustains livelihoods across Sub-Saharan Africa, but also one that is heavily prone to corruption. Every second citizen in Africa has been affected by land corruption in recent years, according to a study by Transparency International.
In 1999 Ghana engaged in an ambitious land reform process with the adoption of a National Land Policy implemented through a Land Administration Project.
