    The National Strategy for Agriculture in Guyana is a strategic instrument with a multi-sectoral approach, applicable at the national level and related to the period from 2013 to 2020. Guyana’s Vision for Agriculture 2020 seeks to change the view that agriculture is for subsistence livelihood while it also seeks to promote agriculture as a wealth generator and entrepreneurial enterprise, producing food and non-food commodities to meet local and export demands.

    The primary objective of the National Land Use Plan (NLUP) is to provide a strategic framework to guide land development in Guyana. As such the NLUP is built upon a number of national policies and strategies that have a direct relevance for land use and land management. A main objective of the NLUP is to enable financial resources to be targeted at optimal land uses at the regional level.The NLUP aims to suggest a number of options for particular areas that can then guide decision-makers and attract inward investment.

    An Act to make provision for the good government of the Amerindian communities of Guyana.

    This Act provides for local government of Amerindians, i.e. an Indian who is a member of a tribe indigenous to Guyana. For this purpose Amerindian Districts, Amerindian Areas and Amerindian Villages are established.The Act also provides for the protection of property of Amerindians and establishes the Amerindian Purposes Fund. The Minister may establish District Councils or Area Councils as a body corporate. The Councils shall, among other things, manage and regulate the use and occupation of land situated in a District, Area or Village.

    This Act provides for local government in Guyana. It defines functions and powers of village councils, country councils and rural authorities.The Minister may enforce obligations of local authorities in the field of supply of water and sewerage and may exercise the powers of a local authority whenever is appears expedient to the Minister to do so. The Minister may also make By-laws for, among other things, the management and administration of villages and country districts and rights relating waterworks between villages or country districts.

    This Act provides that the Minister may appoint an officer to partition and re-allot of areas described in the Schedule. The powers of such person are the same as officers appointed under District Lands Partition and Re-allotment Act, being the principal Act. The Minister may under certain conditions change the Schedule to this Act. (4 sections)

    This Act provides that the owners of (undivided) shares in any land representing more than 51 percent in any area may present a petition to the Minister for the partitioning or re-allotment of land. The Minister may appoint an officer to partition and re-allot (sect. 6). The powers of such officer are specified in section 7 to 12. Where an owner of any share or holding in land cannot be ascertained, the officer may order the share or holding to be sold by public auction (sect. 11). The Officer may determine compensation for the loss of crop (sect. 13).

    The Act makes provision for the collection of taxes on acres of land imposed by Parliament. Rates of levy may vary according to the use of (arable) land. The proprietor of any plantation or any land of which any acreage tax is payable, shall provide the Commissioner of Land each year with a return in Form 1 contained in the Schedule.     An Act to provide better security of tenure for tenant rice farmers; to limit the rent payable for letting of rice lands; and for purposes connected with the matters aforesaid.

    This Act provides for a further regulation of land tenure contracts between rice farmers and landlords in order to strengthen the position of the former. The Minister may establish committees which shall perform several duties in relation with the assessment of rents and the observance of conditions of contracts of tenancy in a specified area (sects. 8 to 26). The Minister may make regulations to implement provisions of this Act (sect. 55). (59 sections and 5 Schedules)
