    Vietnam's rapid and sustained economic growth and poverty reduction in the last two decades benefitted from the policy and legal reforms embodied in the Land Laws of 1987, 1993 and 2003 and subsequent related legal acts. This note outlines reforms related to four main themes. The first relates to the needed reform for agriculture land use to create opportunity to enhance effectiveness of land use as well as to secure farmers' rights in land use. Prolonging the duration of agricultural land tenure would give land users greater incentives to invest and care for the land.

    The Decree provides the allotment of state-owned land destined to planting of perennial trees, seasonal crops and forestation, plus the water surface required for aquaculture farming to individuals, households and organizations which shall invest in the resulting production. Planning and financial evaluation of production costs shall be prepared and funds destined to support all agricultural, forestry and aquaculture activities and operations.

    This Decision approves the master plan on socio-economic development in the Red River delta through 2020, with the following principal objectives: boost the region’s socio-economic development; make the best use of the region’s advantages to boost growth and competitiveness together with sustainable development; prioritize and focus on the development of a number of spearhead sectors which are capable of driving and leading other sectors’ development and creating specific brand names for the region’s products.

    This Circular, consisting of 9 articles divided into three Chapters, prescribes the management and use of riparian alluvial land, coastal alluvial land and coastal land with water surface used for agricultural production, forestry, aquaculture and salt-making. This Circular applies to state management agencies; domestic organizations, households and individuals; overseas Vietnamese; and foreign organizations and individuals involved in the above mentioned activities.

    This Decision, consisting of 6 articles and one Appendix, approves the master plan on socio-economic development of Hoa Binh province through 2020 with the following principal contents: The socio-economic development of Hoa Binh province must conform with the overall development of the northern mountainous midland region and the Hanoi Capital region in the context of the country's intensive and extensive international economic integration.

    This Decree consists of 4 Chapters divided into 18 articles: General provisions (I); Contractual assignment of land for agricultural production (II); Contractual assignment of production forest land (III); Implementation provisions (IV). The objectives of contractual land assignment are to use land and forest resources in order to raise production and business efficiency of State-run agricultural or forestry farms, to create more jobs and increase incomes, etc.

    This Decree provides for the assignment of forestry land by the State to organizations, households and individuals for "stable and long-term" use in the form of land assignment without land use levy or lease of forestry land (art. 1). Forestry land is allocated or leased to specified subjects whose main source of income is agriculture, aquaculture of the winning of salt or various specified organizations. No levies shall be charged. Forestry land includes: national parks, nature conservation forests, and various kinds of protection forests (art. 3).
