    These Rules require that there shall be maintained in Port Vila a Land Records Office in which shall be kept a register to be known as the Land Leases Register. These Regulations provide for matters of the land Records Office such as Hours of public business of the Office, amendments, corrections, erasures, etc. of register, lodgement for registration, fees, evidence of incorporation, execution of instruments by corporations, attestation of instrument, persons interested in instruments may not attest, deposit of deeds in archives.

    These Regulations amend the Leases Restrictions Regulations 1977 by inserting new provisions in regulation 19 (added to the principal Regulations by the Leases Restrictions (Amendment) Regulations 2006) concerning grant of approval by the Tribunal to any lease or sublease or assignment of lease or assignment of sublease to. Approval may be granted to the government of New Zealand and any agency of that government at certain conditions.

    These Regulations amend the Native Land Trust (Leases and Licences) Regulations in regulation 11 by repealing paragraph (1) and substituting that paragraph of these Regulations. They also repeal paragraph 3 of regulation 11. Paragraph (1) concerns the distribution of moneys received by the Native Lands Board by way of rents and premiums in respect of native land.

    This Order made under section 111 of the Land Leases Act require a lessor to refund lease registration fees in certain circumstances and provides for calculation for purposes of refund of fees. A lessor must refund the registration fee to the lessee if: (a) the lessees unexpired lease is surrendered under the Land Leases Act and is replaced by a new lease for a term of 75 years; and (b) the new lease is registered over the same land as the unexpired surrendered lease for the purpose of a strata plan under the Strata Titles Act.

    This Order establishes the Urban land Leases Selection Committee, which shall, within the Municipality of Port Vila: (a) consider, on behalf of the Minister responsible for lands, all applications for the granting of new leases, transfer of leases and surrender of leases for the creation of new leases, transfer and transfer of shares between lessor and lessee companies; (b) advise the Minister on any matter in relation to the such transactions; and (c) do or perform such other functions or responsibilities as the Minister may from time to time direct or delegate.

The criteria of assignment of lease concern citizenship of the Cook Islands, procedures regarding information to natives and consent of assembled owners resident on the island.
