    The primary objective of the National Land Use Plan (NLUP) is to provide a strategic framework to guide land development in Guyana. As such the NLUP is built upon a number of national policies and strategies that have a direct relevance for land use and land management. A main objective of the NLUP is to enable financial resources to be targeted at optimal land uses at the regional level.The NLUP aims to suggest a number of options for particular areas that can then guide decision-makers and attract inward investment.

    This Act makes provision for the payment of compensation for withholding of property by persons acting in collusion with tenants and for the recovery of non-paid rent. The Act also makes provision for the renewal of leases without the surrender of land.

    An Act to enable persons to construct and maintain private roads for mining, woodcutting, and other purposes on public lands, and to impose and recover, subject to certain conditions, tolls for the use of other persons of such roads.

    This Act grants power to the Minister to issue permission to anyone to construct or maintain on public lands any road necessary or useful for mining, woodcutting or other purposes. The Minister may attach to the grant of permission such terms and conditions he or she thinks fit including the right to cut timber on public lands for purposes of road. The grantee of the permission shall be deemed to be the owner of the land occupied by the road for purposes of any enactment being in force relating to wilful trespassing on lands. Other provisions relate to land rights in relation to roads.

    An Act to authorize the President’s signature to State grants and leases to be attached to a stamp.

    It shall be lawful for the President of the State in all State grants and leases of land to cause signature thereto to be attached by means of a stamp of facsimile of his sign manual and those grants and leases shall have the same effect as grants and leases bearing the actual autograph or sign manual of the President. All grants or leases shall be countersigned by the Commissioner of Lands who shall also be present at the time of signature by the President as described above. Forgery or counterfeiting of the signature is declared an offence. (4 sections)

    An Act to provide for the registration of landlords.

    The Chairman of the Central Housing and Planning Authority shall keep a register of all persons defined by this Act as landlords, i.e. any person who under any tenancy is entitled to rents and profits of land or buildings. Every landlord shall register as a landlord within two months of the commencement of the tenancy. Applications for registration shall be made in the form set out in the Schedule. The State shall be exempted from registration as a landlord. Other provisions of this Act deal with transfer of registration or amendments in the register.

    An Act to control the rental of certain premises, to restrict the right of recovery of possesion of such premises as are subject to tenacies and for purposes connected therewith.

    An Act to provide better security of tenure for tenant rice farmers; to limit the rent payable for letting of rice lands; and for purposes connected with the matters aforesaid.

    This Act provides for a further regulation of land tenure contracts between rice farmers and landlords in order to strengthen the position of the former. The Minister may establish committees which shall perform several duties in relation with the assessment of rents and the observance of conditions of contracts of tenancy in a specified area (sects. 8 to 26). The Minister may make regulations to implement provisions of this Act (sect. 55). (59 sections and 5 Schedules)
