    Land and land reform cover a great range, both in terms of the geographical and development status of the countries considered, and of the variety of perspectives on the issues. The articles in this issue of Land Reform, Land Resettlement and Cooperatives reflect this breadth in a variety of ways. The articles range geographically from the paper addressing land and agrarian reform in Colombia, by Professor Darío Fajardo, to a consideration of the land reforms currently under way in Scotland, by Douglas Macmillan, Ken Thomson and Bill Slee.

    This Act provides for the protection of the tenant cultivator's rights from any abuse or prevarication by the landowner. It prescribes the right of the tenant to be the first one informed about the sale of the paddy land he/she is cultivating, it forbids unlawful eviction from the cultivated land, it provides for the payment of rent and the exemption from payment in case paddy land has not been cultivated or has not produced any agricultural commodities for force majeure.

    The Cocoa Research Institute of Ghana (CRIG), with support from the World Cocoa Foundation (WCF) the United States Agency for International Development (USAID), performed the Ghana Land Tenure Baseline Survey, the first of its kind survey of tenure rights among cocoa farmers in Ghana. CRIG surveyed almost 1,800 cocoa farmers operating 3,900 cocoa plots regarding various land tenure issues within customary sharecropping arrangements and on owner-managed land. This report describes the findings from the Survey.

    This Act makes provision for the registration of land and related matters. It also defines certain rights relating to land and the effect of registration. The Act establishes a land register, which shall comprise a register in respect of every parcel which has been adjudicated in accordance with the Land Adjudication Act, 1978 and a register of leases required to be registered by this Act. Various provisions concern leases of registered land and charges on land.

    This Act, consisting of 74 sections divided into seven Parts and completed by six Schedules, makes provision for the tenure, management, and alienation of crown lands. "Crown lands" means land which is vested in the Crown, and which is not contracted to be granted in fee simple; and includes land granted in fee simple which has revested in the Crown by way of purchase or otherwise. Subject to this Act the Minister has power to manage and dispose of all Crown land. Land districts and parishes existing at the commencement of this Act are continued for the purposes of this Act.
