    A Case of the Southwestern Highlands of Uganda

    Increasingly, social capital, defined as shared norms, trust, and the horizontal and vertical social networks that facilitate coordination and cooperation for mutually beneficial collective action, is seen as an important asset upon which people rely to manage natural resources and resolve conflicts. This paper uses empirical data from households and community surveys and case studies, to examine the role, strengths, and limits of social capital in managing conflicts over the use and management of natural resources.

    Despite the 2005 Comprehensive Peace Agreement, which brought to an end 20 years of civil warin the Sudan, this country continues to experience smaller-scale conflicts, particularly aroundaccess to and control of natural resources. Some observers lay the blame for this onethnopolitical or tribal divisions.

    This paper examines interethnic conflict on grazing land previously accessed as common property. The study was undertaken in Mieso District of eastern Ethiopia where two ethnic groups experience different production systems – pastoral and agropastoral. Game theoretic approach and analytic narratives have been used as analytical tools. Results show that the historical change in land use by one of the ethnic groups, resource scarcity, violation of customary norms, power asymmetry and livestock raids are some of the factors that have contributed to the recurrence of the conflict.

    The Pinheiro Principles provide restitution practitioners, as well as States and UN and others agencies, with a consolidated text relating to the legal, policy, procedural, institutional and technical implementation mechanisms for housing and property restitution. As such, the Principles provide specific policy guidance regarding how to ensure the right to housing and property restitution in practice and for the implementation of restitution laws, programmes and policies, based on existing international human rights, humanitarian, refugee and national standards.

    The present paper – the third in the HIV/AIDS Programme Working Paper Series – is based on field research conducted by two grassroots organizations – CINDI-Kitwe in Zambia and GROOTS Kenya in Kenya to map out and document cases of property grabbing from children, in particular those who became orphans due to AIDS. It is intended to explore methods which grassroots organizations use or can use to document their work.

    This paper analyses the impacts of the Ethiopian Land Certification Program on productivity. It aims to identify how “technological gains” would measure up against the benefits from a resultant improvements in “technical efficiency”. Based on its results, the paper concludes that farms belonging to the group without land use certificate are less productive than those certified plots. However, it suggests that this is not due to so much lack of internal technical efficiency. Rather, the paper finds the reason is down to a technological disadvantage.
