    Er is informatie geonventariseerd over maatschappelijke behoeften die in 2015-2020 waarschijnlijk spelen ten aanzien van de groene ruimte en over beheersystemen waarmee agrariërs kunnen inspelen op deze behoeften. Speciale aandacht is uitgegaan naar het effect van de beheersystemen op inkomens van agrariërs en naar de betekenis van de beheersystemen voor drie ruimtelijke kwaliteitsaspecten te weten economisch, sociaal en ecologisch. In totaal zijn twintig beheersystemen gesignaleerd. Zestien daarvan kunnen positief uitpakken voor het inkomen van agrariërs.

Om de effecten te analyseren voor grondgebruik van het beleid voor biobrandstoffen, landbouw of handel wordt vaak het algemene evenwichtsmodel MAGNET van LEI Wageningen UR gebruikt. Een van de sterke kanten van dit model van de wereldeconomie is de aandacht voor grondaanbod. Recent is een nieuwe benadering voor de dynamiek van de grondmarkt en de rol van bosbouw ontwikkeld.

The Decree prescribes rules for the use of construction materials and defines methods to measure effects on the environment and in particular the subsoil groundwater. Other rules concern use of dredging materials, also in agriculture. The Decree defines specific standards for use and storage and makes provision for control and enforcement.
