    The effectiveness of the use of land in an intensive agricultural rotation is influenced by a number of factors. Of great practical interest is the study of production potential of agricultural lands of agricultural organizations, the establishment of its impact on production results in crop breeding at the regional (oblast) level, where production and economic relations are closely tied. The results of such research will optimize agricultural land usage and improve specialization of agricultural production.

    Изменения экономических условий в стране привели к негативным процессам в сельском хозяйстве и особенно в мелиоративно-водохозяйственном комплексе. Это проявляется в резком снижении продуктивности используемых земель и их полной деградации. Устойчивое развитие сельского хозяйства предполагает совершенствование системы природно-мелиоративного мониторинга, которое должно быть направлено на сохранение и восстановление почвенных ресурсов.

    In a course of the research there were studied the current state, composition and structure of agricultural land in Mogilev region, their quantitative and qualitative characteristics, and the dynamics of these lands in the context of the main land users. The reasons for changing the area of agricultural land and made their forecast for the near future were established. According to the data provided, there was an increase in the area of agricultural land allocated to agricultural organizations and peasant (farmer) households for the past period from 2005 to 2016.

    Addressing the problems of improving the land management of agricultural organizations, taking into account their ecologicalstatus in the process of intensification of agricultural production, should promote effective use, protection and management of land resources. The main task here is to establish their rational forms and sizes, create the most favorable territorial distribution of the means of production inextricably linked with the land, in order to ensure the sustainable development of farms on the basis of observanceof environmental norms and requirements.

    One of the goals of a sustainable environment adopted in the United Nations General Assembly resolution (September 25, 2015) was «to restore degraded lands and strive to achieve a world neutral to land degradation». The problem was identified at the international and European level, but it is also a very pressing problem in Latvia. With regard to the risks of land degradation and their prevention in Latvia, the Law «On Land Management» came into force on January 1, 2015.

    In article is considered the existing system of documents of socio-economic planning of administrative and territorial units of the Republic of Belarus. It is expedient to develop a package of documents of a sustainable development of primary administrative and territorial units (village councils) for improvement of this system.     The main idea of the project on the cross-border cooperation of Latvia, Lithuania and Belarus, as well as a unified methodology for its implementation, is based on cooperation between local and regional authorities and the use of innovative technologies: current remote sensing data (space images, aerial photographs and images from unmanned aerial vehicles), land information system, GIS and WEB-technologies.
