Посникова в развитии аграрной экономики России. Сравнивается осуществление аграрных реформ в России и в странах Западной Европы в начале ХХ века. Автор анализирует последствия отсутствия демократизма в аграрных преобразованиях в России начала ХХ века. Показано значение развития институтов (ипотечных банков, кооперативов) в развитии сельского хозяйства России.

150 years ago in Russia bodies of local self-government named zemstvoes were formed. The special feature of the Russian zemstvo consisted in dual, dissimilar coexistence and comparison of crown (governmental) and zemstvo (public) bases, as some kind of unity and struggle of opposites, with in advance expected positive result for local governments owing to their greater identity to interests of the managing population. At the same time, the zemstvo idea had "an ethics-social" orientation, it was much wider than the service economic function, which was defined by authorities of zemstvoes.

Detailed comparative analysis of basic lines of agrarian transformations in China and Russia has been done, its results have been analysed. Not only conceptual differences of the agrarian policy in those countries are demonstrated, but also consequences of concrete political decisions for the development of the branch. The differences are stipulated mainly by two groups of factors. The first of them is the opposite approaches to transforming land relations and the entire system of agrarian relations.
