Proceedings of international scientific - methodical conference “Baltic Surveying’17” are periodical edition of scientific articles, issued as online (ISSN 2243-6944) edition. The periodicity of proceedings is one volume per year. Conference was held on the 10 - 12 of May, 2017 at the Latvia University of Agriculture, Jelgava, it was organized by the Department of Land Management and Geodesy. Authors of the papers are teachers, researchers and practising professionals from Belarus, Estonia, Hungary, Kazakhstan, Lithuania, Moldova, Poland, Romania, Russia, Spain, Ukraine and Latvia.

In article is considered the existing system of documents of socio-economic planning of administrative and territorial units of the Republic of Belarus. The research of information support of the system of cadastral estimation of the territory of settlements of Ukraine is carried out. It is proved that the cadastral valuation should be carried out using generalized characteristics of the cadastral quarters of the settlement. This approach allows not only to reduce the cost of creating a cadastral valuation system, but also differentiates it depending on the functional purpose of the territory.

This Federal Law regulates relations originating from state cadastre valuation of the territory of the Russian Federation. The state cadastre valuation is conducted on the basis of the principles of the uniformity of the methodology for determining cadastral value, the continuity of the updating of the information necessary for determining the cadastral value, independence and openness of state cadastral valuation procedures at each stage of their implementation, economic feasibility and verifiability of re-assessment of cadastral value.

This Regional Law regulates land relations within the framework of plenary powers transferred to the regional executive bodies by the federal legislation. Regional Government shall perform the following plenary powers: (a) decision-making related to expropriation, including bailout, in cases envisaged by acting legislation; (b) land reclamation; (c) modalities of calculation of land lease and land rent payment for public land pertaining to regional ownership; (d) validation of cadastre land evaluation; and (e) application of land use restrictions.

Article 1 shall be amended to add the following wording: “Leaseholder of a plot of agricultural land pertaining to public or municipal ownership shall have the right of purchase of such plot of land in ownership on condition of proper use of such plot of land upon expiry of three-year period from the date of conclusion of lease contract set forth as percentage related to cadastre value and depending upon expiry of lease periods”.
