    La Evaluacin de los recursos forestales mundiales 2000 (ERF 2000) ha concluido, pero ya han empezado los trabajos para la prxima evaluacin mundial. La consulta de expertos sobre Evaluaciones de recursos forestales mundiales - Conjuncin de esfuerzos nacionales e internacionales, conocida como Kotka IV, reuni a expertos internacionales en julio de 2002 para considerar ideas y estrategias para el futuro.     This guide on Rural property tax systems in Central and Eastern Europe has been prepared to support governments in the design and implementation of systems to raise revenues at local levels. An increasing number of countries are introducing policies to decentralize the provision of rural services but very often local levels of government have insufficient funds to carry out these newly decentralized responsibilities. Raising revenues through property taxes on rural land represents one way to improve the capacity of local levels to deliver services.

    This paper discusses the development of a new Land Law in Mozambique 1 , under the leadership of the Technical Secretariat (TS) of the Inter-ministerial Commission for the Revision of Land Legislation (popularly known as ‘the Land Commission’). The TS began work on the new law in August 1995 after first formulating a new National Land Policy. The National Assembly approved the law two years later. Regulations and other instruments needed to implement it were completed in December 1999.
