    This paper describes a novel effort at developing index-based insurance for locationaveraged livestock mortality as a means to fill an important void in the risk management instruments available to protect the main asset of pastoralists in the arid and semi-arid lands of Kenya, where insurance markets are effectively absent and uninsured risk exposure is a main cause of the existence of poverty traps.

    This project is about showing whether BSM are effective. It seeks to quantify the consequences of BSM-driven changes in land and water management for livelihoods in upstream rural communities, and for water supplies for downstream water consumers. It will develop methods to anticipate ex ante the likely consequences of introducing BSM as well as monitoring and measuring these consequences ex post.

    The implementation of the South–South REDD process was made achievable by those who assumed leadership roles (political and technical), facilitated the meetings and the logistics on the ground (especially the consultations and training) and acted as resources people. It would be impossible to name everyone, but in particular we would like to thank the Minister of Environment, Alcinda Abreu, and Vice-Minister, Ana Chichava, who provided the leadership and often challenged the technical experts.

    This urgent alert is based on the forceful evictions of Maasai pastoralists from their homes and grazing lands in Loliondo Division, Ngorongoro District in Northern Tanzania and the gross human rights violations that are being committed. 


    The eviction operation started on the 4th July 2009 and was conducted by the notorious riot police, the Field Force Unit, with assistance of private guards from the Otterlo Business Cooperation (OBC). They entered the villages by shooting in the air and using teargas before pouring petrol on the Maasai homes and setting them on fire.

    Over the Last three months, acts of unconceivable evil were perpetrated through an eviction operation against indigenous pastoralists in Loliondo. Loliondo is one of the three Divisions of the Ngorongoro District situated in the Arusha Region in Northern Tanzania. The Ngorongoro District Covers an area of about 14037 square Kilometres. Stretching across some 8,300 sq km, is the Ngorongoro Conservation Area, established in 1959 and governed by the Ngorongoro Conservation Area Authority, and the rest is the Loliondo Game Control Area consisting of the Sale and Loliondo Divisions.
